Nichicon has, AFAIK, acknowledged the problem with the HM and HM caps as having been due to a process problem in their own factory. So this notice is not some kind of attempt to duck blame. As willa pointed out. I've seen a similar notice on UCC site, and something like it could probably be found on Rubycon's and Panasonic's sites. I think Big Pope linked to a Samxon webpage with a similar notice.
Counterfeiting is a problem for any good vendor of good parts. About a year ago we caught some counterfeit MOSFETs. Our tests not only sufficed to prove they were not what they marked, but also identified what they probably were (an older generation of a very good, lower performance part, from a very good vendor that were probably bought surplus and remarked).PeteS in CA

yeah that was my understanding the HM/HN (whatever) were real macoy but a bad bunch....
Think the early G5 cheese graters had them
in the 80's there was a bunch of 2N3055 transistors that were counterfeit...well they didn't meet the specs thats for sure
(think from memory was the 2N series)
I think they were coming through a ligament Hobby chain too....
So its a worry when know good supplies get caught out
Its not great either when a know good company ends up producing duds but it happens
