generic purple kvm and ground off chips

got this free with a note that it didnt work from new.
problem was a solder splash on the board.
2 chips had numbers ground off.cheap chinacrap electronics mfr dont want the stolen design stolen again?
i guess they have never seen a chip identifer!

The ground-off chips are 4000-series (1970s design) CMOS? Obviously the 4000 series has been a very good series, but a design secret?
