Hi - I would try reflowing the solder points on the resistors.
What make cap did you use to replace the startup cap?
I would replace the 3 1000uf caps then at least we know all the caps are good.
You should be using good quality low esr caps - panasonic or nichicon.

i tried re-flowing the resistors already the caps are cheap ones that my school uses. Ill try ordering all new ones of better quality and see if that helps. Does anyone have any other ideas besides caps?
