Acer AL1916 Not Powering Up, Or Delay

I have an Acer AL1916 that worked for some time, and then when I pressed the power button it would take a few minutes to power on. It got progressively worse until the display took hours, and then days to power on. Now it will not work at all.

    Symptoms:
Power button flickers briefly when pressed.
After pressing, power LED occasionally flickers green, continuing until the monitor starts.
When power LED flickers, backlight also flickers.

I can't see any bad capacitors.

    Pictures of PSB attached.

I see at least six caps with dome tops. There are 11 electrolytic caps that should be replaced

I assumed the bulge would be significantly worse if they were bad. I take it a good cap should be perfectly flat?

I'll replace them all as soon as I get part numbers and can desolder.

It must be flat, any slight bulge is bad, even if it looks normal it does not mean it is good since it can have high ESR. I use PANASONic FM/FC/FR series from digikey.

          Thank you, sir.

Is there a database with part numbers for each board or should I pull them and check component values?

Someone may have a list but your board may be slightly different.
Safest way is to pull and replace with like values.
If you are pulling all at once I suggest you make out a chart and write what goes where.
Also, as you pull them check the polarity matches what is says on the board and make sure you get the polarity right when you put in the new ones.
Please upload pictures using attachment function when ask for help on the repair
