Envision G218A1: Indicator LED Turns off then on

Hello, I've got this G218A1 monitor and I think there is something wrong with the inverter power board.

What happens now is that it will turn on, screen stays black and the blue LED. Then after about 5 seconds, the blue LED turn off and kind of cycle through it. For clarity I've added a GIF i've made of my problem:

Please ignore my lack of keeping a steady hand and the camera focusing, its my smartphone's camera.

I've also included fairly high res pictures of my monitor's power board. My specific board is the one found at this online store: http://www.shopjimmy.com/envision-62...t-inverter.htm.

So my question is what should I specifically check for. I've tried following the 2 second sticky posted, but none of my results correspond to the results I should be getting if a diode or transformer or fuse is working. Nor what I should be looking for (since I'm guessing its a different model than mine).

Any help would be greatly appreciated!

Ok Some of the pics are ok however we do ask that they are posted on site
please post good clear pictures of the whole chassis, and then pictures of each board, front and back (in the same orientation) and close up of connectors, (max resolution 2000x2000 and 2MB) using the manage attachments button, which is found by clicking "go advanced" under quick reply.

Please do not post inline and offsite as they slow down the loading of pages.

If none are correct it may be that your meter is not working or you are using the wrong settings. I think you may have to start over as you have not posted any results of your tests.

This board has been worked on - do you have the history?

Starter test for your meter put on ohms 200 setting and hold the probes together
what do you get. Meter on VDC 20 measure a 1.5v battery and a 9 volt battery what do you get

Did you have a source plugged in when taking the gif

I took some new pictures and resized them to fit the attachment limitations. And for some reason the option to edit my original post is not available. But the GIF is too large to be an attachment anyways.

As for measurements, the multimeter I was using was working perfectly fine, tested it on some regular 1.5 volt batteries and they were reading the voltage perfectly fine and tested it on a a couple of resistors I had and it read that fine.

What I meant when I said that the measurements I took didn't match the results from the info from https://www.badcaps.net/forum/showthread.php?t=10419 was that the diodes and transformer measurements.

When I measured some of the diode resistances, i had readings on both ends. Which is odd considering how a diode works (~infinite resistance from the cathode-anode). Diode test on the multimeter checked out though.

And when I measured the transformer, after trying every combination of of the transformer pins, I didn't get resistances similar to what the post mentioned. I may have to re-measure it but they weren't close to the 950 ohms the post said I should be getting.

As for some of the bad solders on the back, the original problem was that there was some horizontal line tearing with the monitor. It was a capacitor problem most likely so I replaced all of the larger caps. However this turning on/turning off problem happened BEFORE I resoldered the caps. I accidentally hit the back of the monitor and then the monitor went from functioning but had horizontal tearing to this turning on/turning off problem. I just decided to replace the caps to perhaps take care of the tearing issue and then try to figure out what was wrong power. I plan on resoldering the caps when I am able to get a free moment (school -> finals weeks).

Better start again then - do you think it would be better to leave this until your exams are over?
What is the part number on the inverter transformers
