First post great forum!!
Please see attached. I have two of these Dell E207WFPc's that are doing the same thing. I have searched this forum for related symptoms with no luck. Was hoping someone can look at picture and point me in the right direction. Have all test equipment at my disposal if needed.

Update: All voltages from the power supply look normal. Verified all voltages on regulators of the video board. Not sure what the voltages are supposed to be leaving the video board to the panel. Removed and re-soldered inverter transformers. Saw a post somewhere about bad solder joints at these transformers. Lines are present with or without input connected. Lines also present on OSD.
