Are these caps really bad? I am thinking no..

I am working on a motor drive that uses 4 large filter caps on the DC rectification circuit. I originally looked at them and said "oh yeah, lucky find!" I desoldered them and they are testing good. I then removed the top cap wanting to confirm damage and was surprised to find the Al case is not bulged at all. I think the spray stuff they coat the board with simply reacted with the rubber caps and caused them to swell like this.

Has anyone seen something like this?

I don't know whether they're good or not, but you're right about the metal not bulging with the plastic. Just plastic bulging signifies nothing.
"We have offered them (the Arabs) a sensible way for so many years. But no, they wanted to fight. Fine! We gave them technology, the latest, the kind even Vietnam didn't have. They had double superiority in tanks and aircraft, triple in artillery, and in air defense and anti-tank weapons they had absolute supremacy. And what? Once again they were beaten. Once again they scrammed [sic]. Once again they screamed for us to come save them. Sadat woke me up in the middle of the night twice over the phone, 'Save me!' He demanded to send Soviet troops, and immediately! No! We are not going to fight for them."

I've seen some primary capacitors in computer PSUs that had bulging plastic tops. Pushing on them led me to believe that the metal was flat, though

I have not visually checked under the plastic, or tested ESR or capacitance of them though.
