Yes exactly. If this PS doesn't sense the proper load from the backlight it will cycle continuously as you describe. What I don't understand is why your backlights flash at all - makes the possibility of bad leds more remote methinks.
So if you had the cable from main board to power supply disconnected AND the backlights cycle I would replace the power supply first as it's least invasive. If that doesn't cure it you're looking at some strange led malfunction requiring a complete dismantling.
