Elo 19" LCD Touch Screen Monitor

I my firend just give me Elo ET1925L-7UWA-1 19" LCD Touch Screen Monitor is not turn on find out the Inverter Power board PL1942C05-V1 ELO is not get 5 VDC & 12VDC replace all the Capacitors but still same problem, check diode is ok

If some one work on Inverter Power board PL1942C05-V1 ELO please let me know

The Elo ET1925L-7UWA-1 19" LCD Touch Screen Monitor i had do not turn on at all check the volt at CN101 top to bottom is

1/ adj
2/ on/off
3 & 4/ ground
5 & 6/ 5VDC
7/ 12VDC
When I check the volt at 5 & 6 & 7 the volt go up down from .5vdc to 1.5vdc look like some thing short to ground
If some one had diagram on the Inverter Power board PL1942C05-V1 ELO just post the link i will check is out
