I'm making simple assumptions here. Assuming your unit is crossing over 5 years old or more, replacing all secondary capacitors now is highly recommended. Caps does not have to be swollen/domed to be borked.
Those linear regulators can get borked by many reasons and one of it is out-of-specs capacitors on the secondary. Wouldn't want those newly regulators to get borked again in a few months ..... hmmm?
Based on your regulator output lists above, I'd say chip 3 and chip 4 are way off the mark and needs replacements.
