    HP 15-r117ni Charging Problem - Please Help

    So I recently bought a brand new HP 15-r117ni laptop at a local shop. Didn't test it, just took it home and kept it for about a week. When I tried to use it for the first time, I discovered that the power button didn't work if the ac adapter was not connected. I thought the battery was flat, charged it for half a day, then tried to switch it on without the adapter, it didn't turn on. Tried to return it, but I realized I had lost the receipt. So I took it apart and started measuring voltages around the power circuit. The laptop uses the BQ738 / BQ24738 charging chip and at least 3 or so AON7408 mosfets. I am getting around 2.7v across the battery. Below are the voltages I got on the charging chip (BQ738) pins:
    pin 1=19v
    pin 2=19v
    pin 3=19v
    pin 4=19v
    pin 5=3.3v
    pin 6=2.7v
    pin 7=0.1v
    pin 8=3.3v
    pin 9=3.3V
    pin 10=0.75v
    pin 11=2.7v
    pin 12=2.7v
    pin 13=2.7v
    pin 14=0V
    pin 15=0V
    pin 16=6V
    pin 17=5.8v
    pin 18=2.7v
    pin 19=2.7v
    pin 20=19v
    Is my charging chip dead? Please help. If anyone has the service manual for this notebook, I would also appreciate. TIA. Let me know

      I tried to charge it with the original HP power adapter (19.5v) that came the laptop.
