LG 32LV2500 power light blinks twice, goes dim, set won't power on

I have an LG 32LV2500 TV that won't turn on. When powered and the button is touched I get two slowly flashing red lights and a dim white light. I get no picture or sound. I replaced the power board (original board had no bad capacitors) just in case it were the issue. The replacement came from Ebay off what was said to be a busted screen tv. I got the same result.

Does the blink pattern sound familiar? Would it be a time waster to recap the board just on the off-chance (I read that LG's have bad caps).

You need to provide pictures of the whole backside of the TV showing all the board first.
What DCV measurement did you make on the power supply board to find out if it is good or bad?
What's the level of your experience in electronics repair?

Here are the pics of the back end and the motherboard and power board on the 32LV2500. I haven't tested the 5v or so coming to the logic board as of yet. I disconnected the cable you saw to eliminate the board above (driver board?) being the issue.

My experience is basic when it comes to electronics. I work as a computer repair tech and have recapped many a motherboard in my day. However I have no ESR meter capability. The fuses on the power board ohm out good, however. The FAQ on fixing TV's as seen in the reply was helpful.

Could it be that the smashed-screen special I got for a power board was bad as well? I hope that's the scenario I'm facing. When the power board was replaced it repeated the two reds and the white when the power was pressed on the tv. So I bought a mainboard only to find that it was incompatible (connector to the button array was too small) despite the number (on the 75ohm box) being the same. Main boards specified for the 2500 are scarcer than hen's teeth.

The picture of the power supply board is to out of focus for me to read the P/N on the bar code sticker.
We need to be able to see the label for the pins of the white connector of the power supply board that goes to the main board, and also for the connector that goes to the LED driver board.

              LG EAY62169402 (EAX62865601/7) Power Supply for 32LV2500-UA

              Pictures provided by shojimmy.

We need the DCV readings of all the pin except the GND pins, black probe to the chassis.
Top row you can get from the top side of the board, the bottom row you will need skinny probe to get through the back side of the connector.
You MUST make sure to put pin name of each pin and follow by the DCV reading when the power switch is activated.
              Example:
              Power ON = ????V
              24V = ????V

Sorry it took so long. The values of top are
per right to left on diagram topside
                3.4
                24
                0
                0
                3.5
                3.5
                0
                0
                11.9
                11.9
                11.9
                0

The bottom pins were hard to gauge because of my needle taped to the electrode on + but from LEFT to right per the diagram topside of the connector:
                .5
                0
                0
                0
                0
                0
                3.5
                3.5
                0
                0
                0
                0

Where my 24v went on two of the bottom pins I do not know.
