    Barrel Fuses are both giving 000 as a result.

    Whereas the big cap is giving 329V and on it there is written 400V

      The voltage at the big cap is correct (it is supposed to be 1.4 times your mains)
      The voltage on caps eg 400v is the maximum they can go to - it does not mean the voltage they work at constantly. I cant follow why the voltage would be less after fitting the new caps - check all your soldering and that they are the right way round.
      Check (power off)for continuity across BD2
      Did you change all except the big cap?
      Try the hair dryer again but just gently - around 70/80 degrees F.
      Check the three components on the heatsinks and state what part number they are with the results
      Please upload pictures using attachment function when ask for help on the repair
