I soldered the 2N3904 Surface mount transistor on and all the fan does is twitch. It never did twitch so it tells me that maybe the transistor is not allowing enough current perhaps? I did solder it twice with 2 different transistors to make sure I didn't mess up. Both same outcome.

meter the fan wires to check the voltage.
and it may sound obvious, but did you actually test the fan?

Check the Base-Emitter voltage to see if the base drive is pulsing also.
