hp 14 r025tx not booting

Hi friends, i need help on this HP 14-r025tx board id:Zs040 la-a993p REV 1.0.
I have attached the original dump can someone clean the ME REGION for this Ill try to flash the bios with clean me, because i already flashed i got here in this foru m but still the same issue.The problem if you go to bios menu laptop not shutting down and restarting but when you install the hard drive it turns on and then restarts.I tried also plugged in usb flash drive with tried os install it does not boots up it keeps restarting, but when both hard drive or usb flash drive not plugged in it boots and stays no hard disk detected.can someone help me please Laptop has I3 cpu and nvidia graphics

thanks alaborbe but still the same issue when booting to usb flash drive to install os it goes off then starts again.could it be the cpu or nvidia is the problem?please help

Disable graphics and see if it makes any difference.

Try replace the bios chip.
