Corsair cs600 PSU keeps blowing fuse on power stabilizer

    Hi there total noob here.
I have a corsair cs600 connected to a power stabilizer and every time I try to power it up it blows the fuse on the stabilizer, I removed the resistor located right where you connect the power cable that was connected to what seems to me to be a yellow capacitor and it stopped blowing the fuse on the stabilizer, but then it blew the fuse on the PSU.
    That resistor read 1.8ohms
    My questions are
Colds this resistor be in short causing the fuse on stabilizer to blow out
What is the resistance on this resistor. I can't figure it out
Could the culprit be that yellow thing(I think its a capacitor)

I thank you all in advance for any help

The resistor and capacitor you suspect are not your problem.
