You are missing the point here. The caps need to be low esr Radio Shack is a reputable US company but they just dont sell capacitors suitable for this application. Digikey sell capacitors some of which are good for this application but also sell others which are not.

Hi, i wanna first to say sorry beacuse i'd been not so clear in the past, unfortunately Italian forum sleeps a lot in the monitor sector so i adventure myself here without language knowledge.. it's not a matter of reputation or quality but of type of capacitors, if them are 105* low esr type or not, i had forgot to mention that it can be easily a question of solder joints, so the hairdryer became useful to locate easier the faulty joint, if you want you can not use it and watch all the back of the psu board with magnifing glass, another test is to connect all up, power on it and detach the button board to see if it stays on..
