laptop is dead. 5v alw & 3v alw missing. change ic still same.

How will the reloading the bios help? Is it a 12v bios chip? if its 5v and you have no five volts

old rar is extracted dump bios from mainboard and its ok...edited rar is last bios released by dell and edited that by hex editor...both files are ok.
