gateway powers on with ac no battery charge light

    I have a Gateway NS2273

powers on with the ac adapter but does not show the charging light and os windows/linux reports it as plugged in not charging;the current battery life is at 50%.
I have tested a known working power adapter and battery and it made no differnce.

With the battery removed and the ac adaptor plugged in
the charging pins from left to right report as follows 1 &2 are ground pin3-3.280 pin4-3.280 pin5-3.251 pins 6&7 start anywhere from 3.4 to 3.0 and slowly drop.
Where should i begin to look for to test on the mobo ? Also does anyone have a schematic?
    Thanks in advance

    edit1-

with ac adapter plugged in/battery plugged in and laptop powered off the chargins measure at pin 1&2 are ground, pin3-3.274v, pin4-3.274,pin5-0.281 ,pin6-11.41,pin7-11.41

*note when i first apply my leads to pins 6 and 7 (with the ac adapter in and battery in) before it gives the reading i get the warning symbol on my fluke 115
Unsafe voltage. Measured input voltage ≥ 30 V, or voltage overload condition (OL).
