Weird fault with Samsung SyncMaster S24B370

This fault sometimes happens when the display wakes up from sleep mode and becomes good a few seconds to up to about a minute, and I have ruled out video drivers and the operating system because this fault happened when the computer was turned on from its "off" state.
I have also ruled out a bad HDMI cable since this fault did not occur months earlier on.
Have you seen such a fault?
