Missing fuses on circuit boards

How can I make fuses work on motherboards and graphics cards that have solder pads for a surface mount fuse but no fuse installed and apparently no way to unshort the pads from one another? I can't find a shorting trace on either side of these boards, and I've wicked up the solder from some of the pads to find feed-through holes in them but have seen none.

I'm interested in installing fuses so that overvoltage diodes can be safely installed in the empty spaces made for them.

The mother board can have 6~7 layers so the pad may be connected on the Power layer. If they make two pads for installing fuse as an option, there may be other device pads that are in parallel with the fuse pads.

I wouldn't bother but there is an ugly solution... Apply sufficient current to the fuse pads that the trace between them melts, but put the solder back on the pads so they survive this. I take no responsibility for any damage that may result...
