    it just keeps rotating through number and OL. starts at 132 v ends at .73 and OL

        132v? please check your meter batteries, and test the meter by measuring known good batteries (AA) to see if it reads 1.5V or so. I do not think your meter is working or you have it set wrong.

          Ok changed the batteries again. Now I have 24.3 voltsand 5.05v. Fuse also reads 24.3 on both sides.

            That is what I thought, 22 posts later, TOM had also suggestd you to check the batteries in post 22 "Please make sure your meter is on volts DC and the battery is OK, and see if you get 24V instead of 12V...". So go back and check the resistance of the transformer windings at I suggest in post 33 ,make sure to look at the link for the transformer pin out. The post is getting to be too long to keep track now.

                  So does this mean you have narrowed it down to the inverter board? Or could it still be another board?

                    We need to verify if we have any bad transformer first. See the new pinout and take the resistance reading using 2000 Ohm scale on the meter.

                      @landen_michael77. The regulars here are giving you excellent advise. Please, please, please make an effort to follow and execute on every suggestion or test point. By not checking your multimeter batteries as tom66 asked, you led everyone on a wild goose chase.

                        I put new batteries in it when I started messing with this tv. I had no way of knowing they were no good they came right out of a pack. I just used the attachment option on reply option to post pics. I was unaware they were coming from offsite.

                          Set on ohms on my meter the pins are reading 1.203 to 1.213 kohms is what my meter says

                              There is also a little one between #2 and #3 that measures
                              32.2 ohms. No "k" on that one

                                OK, they are within 3% from each other so they are OK.
                                Try heating up the four 270uf/35v caps with the hair dryer for about 3 minutes, thn plug the TV in and turn it on to see if the backlights will stay on.
                                By the way, monitor the pin 12 (ENA) CN001? on the inverter baord to see if it still has steady voltage of around 3VDC when the backlights go out.

                                  There are no known failures of Rubycon ZLH as far as I am aware. It's a pretty reliable capacitor and I regularly integrate them into my designs. I'd be considering the bulbs in the panel. Can we measure the bulb current using the small transformer, perhaps?

                                    Yes, it is the same current sensing transformer setup for measuring ALL the lamps in this board instead of individual lamp like the SONY/SAMSUNG larger TV balancer inverter board, same concept. I need to find the rectifier Diode on the output side to make the measurement. Still looking for the diagram for this board also.
                                    I see two copper pads on the output side that he can use the AC meter to see what he gets, hopefully the meter is fast enough to capture it. I have this TV mounted on the wall in my spare bed room which I do not want to take it down to make the measurement.

                                      You won't find any schematics of Samsung SDI products (inverters, t-con) except for PSU. Samsung SDI is the sub-division that makes the LCD for Samsung Electronics. I've looked, but no luck so far.

                                          2.5mv, that means the backlights will be off, it should stay at around 3vdc. Try this, turn the TV off and leave the meter still attached to the ENA pin and chassis, you should see it jumps up and the backlights will be on, then see if it drops down for sure. This signal is generated by the main board. Once you have verified that the voltage did go up and come back down then we can force the inverter on by using external 3V source to see if we can turn it on manually with external voltage source.
