This topic concerns a cellular network.
On my Samsung Galaxy S5 (SM-G900I, Android version 6.0.1, baseband version G900IDVU1CPL1, not network locked), I get an error when I manually search for networks (Telstra, Optus, and Vodafone are the three mobile carriers in my country) when in 4G mode (even when I was close to a 4G base station), but I did not get this error when searching without 4G mode in my home city.
Notably, I did not get an error when I did a manual search for networks in 4G mode (with a good 4G signal) when I tried it the Brisbane suburbs of Milton and Wacol (both of these areas had 4G coverage).
I believe that there is a feature on the 4G networks covering the metropolitan areas (and surrounding areas) which my phone needs to pick up on - could it be Voice over LTE (VoLTE) or LTE-Advanced?
