for me it could be a bad intel bga that need reballing (not reflow) , but let's wait some idea from other people.

I dunno, because the temp readings look normal, but it still seems to act like it falsely detects a CPU overheat, unless the problem is with the GPU sensor that makes it constantly be underclocked.

if don't install the right driver for amd chip after refreshing os, the performance is sluggish.

I had a similar problem, Apple hint

Remove Battery and try
Remove odd and try
Replace hdd cable and try

In order to tell you the correct asd I need to know the exaxt model [mid 2010 etc].
Please check and post it here.
Also you can try smc reset [left shift + left control + option + power button]
