toshiba 46rv600t

i have the above model.
when connected to power led will blink once in yellow for less than a second.
psu is srv2170ww
i have voltage on the main cap 320ish
no voltages on the connectors (5v, 12v, 24v are all missing)
does anyone have schemetic for this board?

psu pictures... since i figured the problem starts here i dettached it from the entire tv
as-is no parts look bad everthing looks pretty much o.k. a bit of dust but thats expected

one thing... bit of discolortion in the area it says "SECONDARY" but nothing major

update: i checked voltages wrong 5v exist 12v gets 8V presumbly stby... doe's anyone know how to power on in standalone psu ?
