I have Dell Inspiron 1525 when i on it it which always said i should use 65W adaptar but when I use it it keep saying plug in not charging

go into the bios and see if it recognises the charger model.
some of these shit dell's have a serial memory in the charger that the bios checks.
if the chip fails - or more common the cable breaks, it wont charge the battery.
(it often also halves the cpu clockspeed!)

It could be the sense chip DS2501 in the AC, or more likely the cable. It has 3 wires.
You could open the ac adapter and check for continuity on the sense wire.
If it's ok then you're left with the sense chip or the power board, also check you're dc jack to see if the sense wire is broken inside.
