Have you removed the drive and had a look at the cable connectors.
I recently repaired a slim with similar issues. A bit of liquid had entered the top and dripped on the wide ribbon cable and corroded the contacts.
A new ribbon and all was well again.

I found a slim PS3 with an issue like that last summer. Not sure what I exactly did to fix it, but I re-adjusted the eject mechanism and left a DVD inside it, then powered on the PS3, and that got it working. It's been fine since then. I played the entire game The Last of Us and never and issue.

Try adjusting the gears that help move the center circle thing up and down. It doesn't look like it was moving at all in your video, when it should.
