sony vaio vpcse13fx not powering on

So I just got this laptop from a guy that changed out the screen and when plugged into a outlet the battery charging light is on and when you press the power button it lights up light green then gets brighter and then fades off. and keeps repeating this over and over. I pulled the mother board out to look at the condition and looks fine but im not a super computer person. Any ideas on what it could be? when the power light comes on and off nothing comes up on the screen and the fan doesn't even turn on.

What do you mean by platform. It has windows. Lol I'm sorry I'm not really knowledgeable with computers

if the guy changed the screen with battery inserted the kbc is fried.

revesion of bios chip....
try to reset bios....
hang the cmos pin for a few seconds then try to power again...

Can you tell me where that would be located and how I would unplug it or hang it. Thanks for your help by the way

kbc = keyboard controller a.k.a SIO = SUPER INPUT OUTPUT

its that square shaped IC with almost 100+ pins on the board.

i would try to check for RSMRST signal which is at the one of the pins on the kbc...if no rsmrst or it doesn't go from 3.3v to 0v when you press power button than kbc or bios issue which this definitely mimics the symptoms of
