maybe a feedback problem.
if it has feedback through resistors - check the value.
i'v never seen an smd resistor rated for the kind of voltages they will get.

you need to generate a signal the amp will handle, so 50hz > 15khz is o.k.
most scopes have a squarewave output for calibrating the probes - maybe that can be used.

not true,
it's worth fixing because it's a well built looking psu.
you should replace all the caps with the possible exception of the 2 big mains filters.
because the small caps will stop it...

well the center pin & tab are ground,
the rightmost pin is the output - and should be 15v
hence the part number ending in 15

that's a voltage regulator.
if it got hot enough to desolder itself then either it's fucked, or something it's connected to is shorted out.
